Finance & HR Director

Indianola Municipal Utilities is accepting applications for the position of Finance & HR Director. 

The City of Indianola, Iowa is a growing community with a historic downtown, located approximately 15 minutes south of Des Moines.  We are known for being a safe community with Midwestern values, friendly people and excellent schools.  Indianola is home to Simpson College, the world-renowned Des Moines Metro Opera, the National Balloon Museum and the U.S. Ballooning Hall of Fame.  Indianola is also known for its easy access to excellent outdoor activities; including a trail system, five major parks and two golf courses.

The primary responsibility of this position is to successfully execute all financial duties of Indianola Municipal Utilities; Electric, Water and Telecommunications.  And, to perform select Human Resources management activities for the Utility.  The position’s many duties and responsibilities include, but aren’t limited to:

  • Works with IMU Department Heads to prepare, submit and monitor the Utility’s Annual Budget.
  • Assures timely submission of the IMU Annual Budget.
  • Assures timely preparation and submission of the IMU Annual Audit.
  • Works with the City of Indianola’s Director of Finance to insure smooth interaction on joint financial matters.
  • Provides monthly revenue and expenditure reports to the IMU Board of Trustees
  • Has the authority to disburse funds for the following without specific authorization by the IMU Board of Trustees
    • Payroll expenses in periodic amounts approved by the Board of Trustees
    • Any bona-fide debt obligation and interest payment.
    • Purchased energy or transmission expenses as contracted for by the Board of Trustees.
    • Generating fuel or repairs during a bona-fide emergency.
  • Receive all Utility funds, credit them to the proper fund, and deposit them into accounts under the custodial care of the City Treasurer.
  • Prepare monthly, and the official annual, financial statements and reports of Utility operations and funds in the manner required by law, regulation, or resolution.
  • Establish policies and procedures to care for the proper accounting and safekeeping of all funds.
  • Knowledge of and experience using and managing appropriate accounting software and systems.
  • Serve as the internal auditor for all funds and to report areas of concern directly to the appropriate governing authority.
  • Assures fair and consistent treatment of all IMU employees and that all employees comply with IMU policies and procedures.
  • Coordinates the hiring of new employees by working with the appropriate department head regarding recruiting, interview and hiring recommendations.
  • Conducts new employee orientation, investigations, exit interviews with exiting employees, compliance audits when necessary.
  • Establishes and maintains employee personnel files under the supervision of the General Manager.
  • Prepare and submit personnel change notices for employee step increases and resolution for annual cost of living adjustments to the payroll department for processing.
  • Responsible for IMU policy and procedure review and development, and questions related thereto.
  • Assist General Manager and Department Directors with union negotiations and items related thereto.

Minimum qualifications include; college degree from an accredited college or university with specialization in Business Administration, Finance, Accounting, or any combination of experience and training which provides the required knowledge, skills and abilities.  Minimum of five (5) years of management experience with a Municipal Utility that provides two or more of the following utility services; Electric, Water, Telecommunications, Gas.  One (1) year of supervisory experience.  Experience with Electric, Water, Telecommunications Utilities preferred.

IMU Salary Range is $64,248 - $86,231.  Starting salary is based upon experience.  An excellent benefits package included.  Employment is contingent upon successful completion of a post-offer drug screening, physical capacity profile and physical, and background check.
